Examines the role marriage played in the lives of Japanese women during periods of racial exclusion in the United States In 1908 the United States and Japan agreed to limit the migration of Japanese laborers to the US. The Gentlemen's Agreement of 1908 ushered in an era of exclusion for the Japanese, but an exception was made for Japanese women who migrated as wives of Japanese men. In 1924 that exception would end with the passage of the National Origins Act. Immediately after World War II, Japanese women were once again permitted to enter the US as brides-- this time, however, as the wives of American servicemen stationed throughout Japan. The ban on Japanese immigration would not be lifted until 1952. Picture Bride, War Bride examines how the institution of marriage created pockets of legal and social inclusion for Japanese women during the period of Japanese exclusion. Sonia C. Gomez begins with the first wave of Japanese women's migration in the early twentieth century (picture brides), and ends with the second mass migration of Japanese women after World War II (war brides), to illustrate how popular and political discourse drew on overlapping and conflicting logics to either racially exclude the Japanese or facilitate their inclusion via immigration legislation privileging wives and mothers. For much of the twentieth and twenty-first centuries, public officials in cities like New York, Chicago, and Baltimore have criminalized uprisings as portending Black thugs throwing rocks at police and plundering private property to undermine complaints of police violence. Liberal mayors like Fiorello H. La Guardia have often been the deftest practitioners of this strategy. As the Depression and wartime conditions spurred youth crime, white New Yorkers' anxieties--about crime, the movement of Black people into white neighborhoods, and headlines featuring Black hoodlums emblazoned all over the white media--drove their support for the expansion of police patrols in the city, especially in Harlem and Bedford-Stuyvesant. Though Blacks also called for police protection and for La Guardia to provide equitable municipal resources, they primarily received more punishment. This set the stage for the Harlem uprising of 1943. Shannon King uncovers how Black activism for safety was a struggle against police brutality and crime, highlighting how the police withholding protection operated as a form of police violence and an abridgement of their civil rights. By decentering familiar narratives of riots, King places Black activism against harm at the center of the Black freedom struggle, revealing how Black neighborhoods became occupied territories in La Guardia's New York.

Gronningsater begins by exploring how English colonial laws shaped late eighteenth-century gradual abolition acts that freed children born to enslaved mothers. The boys and girls affected by these laws were born into a quasi-free legal status. They were technically not enslaved but were nonetheless required to labor as servants until they reached adulthood. Parents, teachers, and mentors of these "children of gradual abolition" found multiple ways to protect and nurture the boys and girls in their midst. They supported and founded schools, formed ties with white lawyers and abolitionists, petitioned local and state officials for better laws, guarded against kidnapping and cruelty, and shaped New York's evolving identity as a free state. Black fathers used their votes during annual state elections in the early 1800s to influence legislative antislavery efforts. After many but not all black men in the state were disfranchised by a race-based property requirement in 1822, black citizens across New York organized to regain equal suffrage and to expand and protect other crucial, non-gendered features of state citizenship. Women and children were critical participants in these efforts. Gronningsater shows how, as the children of gradual abolition reached adulthood, they took the lessons of their youth into midcentury campaigns for legal equality, political inclusion, equitable common school education, and the expansion of freedom across the nation.
