Following emancipation, African Americans continued their quest for an education by constructing schools and colleges for Black students, mainly in the U.S. South, to acquire the tools of literacy, but beyond this, to enroll in courses in the Greek and Latin classics, then the major curriculum at American liberal arts colleges and universities. Classically trained African Americans from the time of the early U.S. republic had made a link between North Africa and the classical world; therefore, from almost the beginning of their quest for a formal education, many African Americans believed that the classics were their rightful legacy. The Classics in Black and White is based extensively on the study of course catalogs of colleges founded for Black people after the Civil War by Black churches, largely White missionary societies and White philanthropic organizations. Kenneth W. Goings and Eugene O'Connor uncover the full extent of the colleges' classics curriculums and showcase the careers of prominent African American classicists, male and female, and their ultimately unsuccessful struggle to protect the liberal arts from being replaced by Black conservatives and White power brokers with vocational instruction such as woodworking for men and domestic science for women. This move to eliminate classics was in large part motivated by the very success of the colleges' classics programs. As Goings and O'Connor's survey of Black colleges' curriculums and texts reveals, the lessons they taught were about more than declensions and conjugations-they imparted the tools of self-formation and self-affirmation.

Radical-right behavior is increasing across Western democracies, often very quickly. Previous research has shown, however, that political attitudes and preferences do not change as quickly. Vicente Valentim argues that the role of social norms as drivers of political behavior is crucial for understanding these patterns. Building on a norms-based theory of political supply and demand, he argues that growing radical-right behavior is driven by individuals who already had radical-right views, but who did not act on those views because they thought that they were socially unacceptable. If these voters do not express their preferences, politicians can underestimate how much latent support there is for radical-right policy. This leaves the radical right with less skilled leaders, who are unable to mobilize even radical-right voters to support them. However, if politicians realize that there is more private support for radical-right policy than is typically observable, they have an incentive to run for politics with a radical-right platform and to mobilize silent radical-right views. Their electoral success, in turn, leads to radical-right individuals becoming more comfortable in displaying their views, and impels more politicians to join the radical right. The book's argument makes us rethink how political preferences translate into behavior, shows how social norms affect the interaction of political supply and demand, and highlights how a political culture that promotes inclusion can be eroded. The Politics of Failed Policies examines the darker side of state autonomy and policy experimentation in our federal system: policy failure. While advances in statistics and computing promised the ability to evaluate the outcomes of state policies more precisely and accurately, the path from information to responsive policy remains far from guaranteed, especially given our highly polarized political climate. Most of the existing scholarship focuses on individual characteristics that affect public officials' likelihood of internalizing new information and refining their policy preferences. In stark contrast, author Sarah James takes a historical institutionalist approach and shows that the design, resources, and processes of state-level research institutions can systematically influence when evidence can overcome confirmation bias and partisan preferences among elected state officials evaluating a policy. This work contributes a more precise definition of a state's capacity for research that better explains political responses to policy failure. The detailed case studies support a theory of policy feedback in which policy and institutional landscape can empower diffusely organized and disadvantaged policy opponents to overcome the power of the traditional winners in the American political economy. The Politics of Failed Policies takes seriously that policy research and learning are not isolated from the caprices of party politics, and yet I show that state politics and policymaking are not irrevocably beholden to the whims of partisan bickering. While ideological battles, pressure from well-resourced interest groups, and, yes, even elections, remain formidable forces in American politics, strategically designed state policies and institutions can lay a foundation for building a coalition to respond to actual policy outcomes. Choices about policy and institutional design have long-term effects on when, how, and why public officials feel pressured to acknowledge and respond to policy failure.
